If you're a decent regular sort of ordinary upstanding citizen you might consider it totally unthinkable that the government could know that a heinous attack was coming and decide not to do anything to stop it. Or that they actively facilitated it.
But what if they did? Next thing you'll tell me is they actually planned it!
