Scandal avoidance

It would have to be a pretty big scandal that somebody wanted to avoid if they were willing to have planes hijacked and smashed into things just to divert attention from and/or destroy evidence of the scandalous thing. Would, oh, I don't know, two or three trillion dollars of missing tax dollars be big enough do you think?
