Summary
FEMA personnel arrived in New York on September 10, ostensibly for some biological warfare training exercise. It was quite a convenient coincidence, because they took immediate charge of the 9/11 investigation, including arranging for most of the steel to be shipped immediately off to India and China for recycling.

Well, it's a bit suspicious all right, but I hate to put too much weight on suspicious coincidences because I start to feel like a paranoid lunatic. There are fatter fish to fry.
