Summary

In a peculiar coincidence, multiple war games exercises were going on under the name Vigilant Warrior, involving simulations of hijacked planes -- some involving scenarios of flying them into buildings -- on the morning of September 11, contributing to a certain amount of confusion on the part of real-life responders to real-life hijackings.

Analysis

Well, this is extremely suspicious if it's these sorts of exercises are quite rare, but not terribly suspicious if they happen all the time. Various reports have NORAD doing exercises anywhere from once to four times a year, although I don't know if they always involve hijacked planes and buildings being hit. It's fishy, let's put it that way; it did cause confusion and possibly explains some of the delays; it's somewhat suspicious.

This may sound stupid.Forgive me if it does;but I don't see how these sort of exercises could be a regular occurence when there are repeated statements that they had never thought of and couldn't have known that hijackers might use airplanes as wepons.On the other hand,if these exercises did happen on a regular basis then doesn't that mean that not only had they thought of it;they were trying to be prepared for just that exact thing!Seems pretty fishy to me!!

Good point. I think my description is a bit misleading here though. I don't think they always have war games exercises involving hijacked planes, but as I understand it, the NORAD war games in general do happen every year. The thing I have learned since writing the summary here is that they usually happen in October, but in 2001 were moved to happen on September 11, which to my mind makes them that much more fishy. Moving them to September 11, and having exercises involving hijacked planes, some of which are going to hit buildings? I might upgrade my personal fishiness score on this one to three stars...
